As we move into the summer months, several important projects and initiatives continue to move forward across our community. From infrastructure improvements and facility planning to new public amenities, Town boards, commissions, and staff remain focused on maintaining and improving the services and facilities that residents rely on every day. One of the most significant discussions currently underway involves the future of two key municipal buildings and the long-term investments that may be needed to address their needs.
Over the past three years, the Town has been reviewing the findings of the Facilities Master Plan (FMP), completed by Tecton Architects in 2023, with work on the plan dating back to 2020. The FMP, available on the Town website, evaluated most Town-owned buildings and identified the Middle School and Fire House 1 as having the greatest need for capital improvements.
In late 2024, the Board of Selectmen (BOS) charged the Permanent Building Commission (PBC) with reviewing the plan, confirming its findings, and recommending the best path forward. Over the past year, the PBC has worked with Owner’s Project Manager Colliers and Tecton Architects to evaluate all available options and associated costs. This process included assessing operational needs and gathering input from the Board of Education, Middle School staff, Fire Commission and Fire Department personnel.
This month’s Observer includes two pages written by Suffield PBC Chairman Kevin Goff outlining the scope of these projects (pages 1 and 9) and their potential costs. I encourage everyone to read both pages to better understand the challenges and opportunities facing our community.
I expect the Board of Selectmen to receive recommendations from the PBC within the next two months. The Board of Selectmen and Board of Finance will then determine whether the recommendations are in the Town’s best interest and evaluate how any resulting debt would be managed, including potential tax impacts. If approved, the PBC will be tasked with educating the public and answering questions prior to a possible referendum next spring. Projects of this magnitude are rare and require careful consideration of both financial and community impacts. I encourage residents to stay informed throughout the process.
Upcoming projects and initiatives include:
- The former firehouse property at 1440 Mountain Road will soon be advertised for sale through a Request for Proposals (RFP) process. Information will be available on the Town website.
- The Quarry Road project is expected to be completed within the next few months, allowing the road to reopen.
- The State Department of Transportation is finalizing plans for the Mapleton sidewalk project, with bids expected this summer and construction anticipated this fall.
- Survey work is underway on the Town-owned section of Bridge Street. Engineering firm Tighe & Bond will contact residents to gauge interest in a proposed walking path funded through a Local Transportation Capital Improvement Program (LOTCIP) grant, which will also cover repaving of the road.
- The Library Atrium is now complete and open to the public. Thank you to everyone involved in creating this new outdoor community space.
- Work will begin on the Phelps Road repaving project.
- The new bandstand is expected to be completed within the next two months. Information regarding a ribbon-cutting ceremony will be posted on the Town website.
